The Reinstatement Process Is Not One Step — It's a Sequence

Most drivers assume reinstating an Alabama license means paying a fee and walking out with a card. The reality is more involved. ALEA (the Alabama Law Enforcement Agency) handles license issuance, but suspensions can originate from municipal courts, the Department of Revenue, the Department of Human Resources, and ALEA itself. Each agency controls its own hold, and each hold must be cleared before ALEA will reinstate your license.

Paying ALEA's reinstatement fee before clearing a court hold means your money is processed but your license stays suspended. The correct approach is identifying every active hold first, then clearing them in the right order.

Step 1: Pull Your Driver Abstract

Order a certified copy of your full-history Driver Abstract from ALEA. The standard three-year MVR ($5.75, available online) works for recent suspensions, but if you suspect older unresolved issues, you need the lifetime abstract — requested in person using Form DL-102 at an ALEA examiner's post.

The abstract lists every active suspension, revocation, cancellation, and hold by originating agency. Read it line by line. Identify the specific court, department, or administrative action behind each hold.

Step 2: Clear Court Holds First

If your abstract shows a suspension from an unpaid traffic ticket or failure to appear, that hold is controlled by the specific municipal or circuit court where the citation was filed — not by ALEA. You must resolve the case with that court before ALEA can do anything.

For eligible citations, use Alabama's Online Traffic Resolution system at resolve.alacourt.gov to pay fines, submit proof of compliance, or request a payment plan. For active warrants (from a failure to appear), you'll need to physically appear before the presiding judge or submit a request through the court clerk to recall the warrant.

Once the court resolves your case, the clerk has five days to report the update to ALEA, but manual entry delays can make ALEA processing take longer. To speed things up, get a physical stamped clearance letter from the court clerk and hand-deliver it to an ALEA Reinstatement Office.

Step 3: Resolve Agency-Specific Holds

Insurance lapse (MLI) — managed by the Department of Revenue. First-offense registration suspensions require a $200 fee and proof of active insurance. Subsequent offenses cost $400 with a mandatory four-month registration suspension. Handle this through the MyDMV online portal or your local county licensing official.

Child support — managed by the Department of Human Resources. DHR can suspend your license once arrears equal or exceed six months of obligations. Negotiate a payment plan with your county DHR office; once executed, DHR transmits an administrative release to ALEA (typically 2–3 business days), and you pay a $50 child support reinstatement fee to ALEA.

Safety Responsibility Act — if you were in an at-fault accident while uninsured, ALEA's Safety Responsibility Unit holds your license until you file one of the SR forms (SR-21 for proof of insurance at the time, SR-58 for a general release from the other party, SR-59 for an installment agreement, or SR-33 if more than two years have passed with no lawsuit).

Step 4: Pay ALEA Reinstatement Fees

Once every underlying hold is cleared, pay the administrative reinstatement fee to ALEA. The fee depends on the offense type:

• Standard suspension or cancellation: $100
• Standard revocation: $175
• Alcohol- or drug-related offense: $275; a $25 additional drug-related fee applies to drug-related offenses
• Ignition interlock restricted license: $150
• Failure to surrender license within 30 days: additional $50
• Child support hold: $50

You can pay online through the ALEA portal (credit card) or in person at a regional ALEA Reinstatement Office (cash, credit card, cashier's check, or money order — personal checks are not accepted).

Step 5: Get Your Physical License

After fees are settled and all holds are cleared, you'll need a new physical card. The duplicate license fee is $31.25 to $36.25. If your license has been expired or revoked for over three years, you must retake both the written knowledge exam and the road test before ALEA will issue a new card.

ALEA Reinstatement Offices

Alabama has ten regional reinstatement offices — these are separate from standard county licensing bureaus, which cannot process reinstatements. The major offices are in Birmingham, Huntsville, Montgomery, Mobile, Tuscaloosa, Dothan, Opelika, Jacksonville, Sheffield, and Foley. Hours and availability vary (especially Foley), so call ahead before making the trip.
