How Out-of-State Holds End Up on Your Mississippi License

Mississippi participates in the National Driver Register and the Driver License Compact — interstate systems that allow states to share information about license suspensions, revocations, and traffic violations. When another state reports a qualifying suspension or unresolved driver-record issue, it can place a pointer in the Problem Driver Pointer System (PDPS).

The Mississippi Department of Public Safety is legally required to check the PDPS whenever you apply for, renew, or attempt to reinstate your license. If another state has flagged your record — an unresolved ticket in Alabama, a suspended credential in Tennessee, a DUI in Florida — a block appears on your Mississippi driving record. DPS cannot issue or reinstate your license until that block is cleared.

This means a single unresolved traffic ticket from a road trip years ago can prevent you from getting your Mississippi license back, even if you've cleared every in-state hold and paid every DPS reinstatement fee.

Finding Out Which State Has the Hold

The first step is identifying exactly which state reported the block and what the underlying issue is. There are two ways to do this:

Pull your Motor Vehicle Report. Order your MVR through the DPS Self-Service Portal ($14.31 online) or by mailing a notarized Form DPPA-2 with a certified cashier's check or money order for $11. The report lists every active hold on your record, including out-of-state blocks with the reporting state identified.

Request a PDPS file check. You can ask the DPS Driver Records Division to run a check against the Problem Driver Pointer System specifically. Don't assume you know which state has the hold. Drivers are often surprised to find blocks from states they barely remember visiting, or from citations they thought were resolved years ago. The MVR is the only reliable way to see the full picture.

How to Clear an Out-of-State Hold

Clearing an interstate hold requires working directly with the other state's motor vehicle agency. Mississippi DPS can't clear it for you — they can only lift the block on your Mississippi record after the reporting state updates the PDPS.

Step 1: Contact the other state's DMV or motor vehicle agency. Find their contact information through their state's official website. Explain that you have an unresolved issue that's blocking your Mississippi license and ask what specific requirements need to be met.

Step 2: Satisfy that state's requirements. This varies by state and by the type of violation. You may need to pay outstanding fines, complete a driver improvement course, provide proof of insurance, or even appear in court in that jurisdiction. Some states allow you to resolve matters remotely by mail or online; others require an in-person appearance.

Step 3: Get a physical clearance letter. Once you've satisfied the other state's requirements, request an official clearance letter or clearance certificate. This is a physical document confirming that the state has cleared your record and removed its hold from the PDPS.

Step 4: Submit the clearance to Mississippi DPS. Electronic updates between state systems can lag. Don't wait for the automatic update. Mail or hand-deliver the physical clearance letter directly to the Driver Records Division at P.O. Box 1459, Canton, MS 39046. This lets DPS manually lift the block while the electronic systems catch up.

Step 5: Pay any applicable Mississippi reinstatement fees. If the out-of-state hold triggered a Mississippi suspension, you'll still owe the state-level reinstatement fee (typically $100) on top of whatever you paid the other state.

Common Out-of-State Hold Scenarios

A traffic ticket you forgot about. You got pulled over on a trip through Louisiana or Arkansas, paid what you thought was the full amount, but the court recorded a balance or a missed hearing. Years later, the hold blocks your Mississippi renewal.

A license suspension in a former home state. You moved to Mississippi from another state without fully resolving a suspension there. The old state's hold transfers to your Mississippi record through the PDPS.

A DUI in another state. DUI-related holds are particularly complicated because each state has its own requirements for reinstatement — MASEP-equivalent courses, SR-22 filings, interlock periods. You may need to satisfy both the other state's DUI requirements and Mississippi's before your record is clear.

A state-specific non-driving hold. An unpaid toll or camera ticket may be handled differently from a PDPS driver-license block. Ask the reporting agency what caused the hold and follow that state's clearance process.

When You Need Professional Help

Most out-of-state holds can be cleared by contacting the right agency and following their process. But some situations are genuinely complicated:

• Multiple holds from different states. If you have blocks from two or three states, each with different requirements, coordinating the clearances takes careful sequencing.
• Active warrants. If the other state issued a bench warrant for failure to appear, contacting them could trigger arrest proceedings. A traffic defense attorney can sometimes negotiate a resolution without requiring your physical presence.
• CDL drivers. Commercial license holders face stricter federal disqualification rules that layer on top of interstate holds.
