The Military Screening Pipeline in Hawaii

Oahu is home to one of the densest military installation clusters in the United States — Joint Base Pearl Harbor-Hickam, Marine Corps Base Kaneohe Bay, Camp Smith, Schofield Barracks, and Fort Shafter, among others. Thousands of civilian contractors, logistics workers, and support staff depend on base-access credentials to do their jobs.

Getting onto a military base requires passing a background screening that operates entirely outside Hawaii's state employment laws. Federal installations run their own credential checks through the Defense Counterintelligence and Security Agency (DCSA) or installation-specific security offices, and these checks query the FBI's National Crime Information Center (NCIC) — not the state HCJDC system that a Hawaii expungement clears.

What Base-Access Screenings Actually Check

A standard base-access credential (like a Common Access Card or installation pass) can involve:

• Federal criminal-history screening through FBI systems
• Identity and security screening through federal or installation systems

Requirements vary by credential, installation, and role.

For positions requiring a security clearance (Confidential, Secret, or Top Secret), the investigation is far more extensive — including interviews with references, financial record checks, and a review of criminal-history information that may not be removed by a state-level disposition.

The critical point: these federal screenings don't automatically recognize Hawaii state expungement orders. An arrest that the HCJDC has purged from its Computerized Criminal History system may still appear in the FBI's III database if the federal correction hasn't been processed yet.

How Hawaii Expungement Still Helps

Even though federal screenings bypass state databases, a Hawaii expungement provides meaningful advantages for defense contractor applicants:

It gives investigators official documentation. An official state expungement certificate shows what Hawaii did to the arrest record, but federal agencies apply their own screening and adjudication rules and may still require disclosure.

It removes the record from commercial screening layers. Many defense contractors use commercial background check companies as a first-pass screening tool before submitting candidates for federal credentialing. These commercial checks rely on state databases and, where applicable, eCourt Kōkua. A successful expungement clears the state database; eCourt Kōkua removal depends on the applicable court-sealing process and any HRS § 831-3.2(f) exclusion.

It triggers a federal correction request. When the HCJDC processes your expungement, it sends a correction request to the FBI's CJIS division asking them to update or remove the arrest entry from the III database. While the FBI processes these on its own timeline, having the state initiate the request is the first step toward clearing the federal record.

Practical Steps for Defense Workers

If you're currently working at or applying to work on a Hawaii military installation and you have an eligible arrest record:

1. File your HCJDC expungement application as early as possible. The 120-day processing window plus the FBI's correction timeline means you need significant lead time.
2. After receiving your expungement certificate, request your FBI Identity History Summary using a current fingerprint card and the FBI's $18 fee to verify whether the federal record has been updated.
3. If the FBI record still shows the arrest, file a formal challenge with the FBI CJIS division using your HCJDC expungement certificate as evidence.
4. During any security interview, bring your expungement certificate and certified court dispositions showing the case outcome.
