How Out-of-State Holds End Up on Your Idaho Record

Idaho participates in two interstate systems that share driving records across state lines:

The Driver License Compact (DLC) — an agreement among member states (Idaho joined under Idaho Code § 49-2001) to share information about serious traffic offenses. If you're convicted of DUI, reckless driving, or another major offense in another state, that state reports the conviction to Idaho. ITD then applies its own statutory penalties as if the offense happened here.

The National Driver Register (NDR) — a federal database maintained by NHTSA called the Problem Driver Pointer System (PDPS). Every state is federally mandated to query this database when someone applies for or renews a license. If the query returns an active hold in any state, the application is blocked.

The practical result: an unresolved suspension, unpaid fine, or pending warrant in another state can prevent you from renewing, reinstating, or obtaining a license in Idaho — even if you've never had a problem with Idaho law enforcement.

Why These Holds Are Hard to Resolve

Out-of-state holds are among the most frustrating license problems because you're dealing with two bureaucracies that don't communicate well with each other.

The originating state controls the hold. They set the conditions for clearance — paying a fine, completing a course, submitting an SR-22, serving a suspension period. Idaho can't waive or override another state's requirements.

Idaho controls your license. Even if you clear the hold in the originating state, Idaho won't lift the block until it receives a formal release through official channels. Ask the originating agency to transmit that clearance through its official interstate channel; a personal phone call is not a substitute for the required release.

Timing gaps are common. After you satisfy the originating state's requirements, it can take days or weeks for the clearance to propagate through the NDR to ITD's database. During that gap, your Idaho record still shows the hold.

How to Clear an Out-of-State Hold on Your Idaho License

Step 1: Identify the hold. Pull your Driver License Record from the ITD online portal ($7). Out-of-state holds appear as entries noting the originating state and the reason for the hold.

One caveat: the online status check doesn't always display out-of-state compact holds in real time, especially if they were recently posted. If you suspect you have an unresolved issue in another state, contact ITD Driver Services directly to get a complete picture.

Step 2: Contact the originating state's DMV. You need to find out exactly what they require for clearance. This usually means paying outstanding fines, completing any required courses or programs, or serving a remaining suspension period. Every state has its own rules.

Step 3: Satisfy the originating state's requirements. Pay fines, submit documents, complete programs — whatever the originating state demands. Get written confirmation of compliance.

Step 4: Request a formal clearance. Ask the originating state's DMV to transmit a clearance to Idaho through the interstate compact system. Some states do this automatically when you satisfy requirements; others require you to specifically request it.

Step 5: Pay Idaho's reinstatement fee. Once the out-of-state clearance reaches ITD, you'll need to pay any applicable Idaho reinstatement fees and submit a reinstatement application (Form ITD 3786).

Step 6: Verify your status. Check the ITD portal to confirm the hold is cleared and your status shows "Valid."

Check Your License Status Before Assuming You're Clear

The free status check on the ITD online portal is your first step, but remember its limitations. It shows your Idaho record as ITD has it — if an out-of-state hold hasn't been reported yet, it won't appear until the compact data syncs.

If you've recently moved to Idaho from another state, or if you received a citation in another state that you never resolved, check proactively. An NDR hold discovered during a traffic stop is far worse than one discovered during a routine records check.
