Why Your Idaho License Doesn't Come Back Automatically

Plenty of Idaho drivers assume their license becomes valid again the moment a suspension period ends. That's not how it works. Your status stays "suspended" or "invalid" in the Idaho Transportation Department (ITD) database until you actively file for reinstatement, pay every outstanding fee, and submit any required proof of financial responsibility. Driving before you complete these steps, unless a valid restricted permit or other authorization covers that driving, can lead to a Driving Without Privileges (DWP) charge. A misdemeanor DWP conviction can add a separate six-month court-ordered driving-privilege suspension following any current suspension.

The reinstatement process itself isn't complicated, but it has a strict sequence. Paying fees out of order, skipping a court clearance, or missing a form can delay you by weeks. Here's how to do it right.

Step 1: Pull Your Official Driving Record

Start at the ITD online portal and purchase your three-year Driver License Record (DLR) for $7. You'll need at least two matching identifiers from your full legal name, license number, SSN, or date of birth.

This record lists every active hold, suspension, and pending withdrawal. Don't skip it. Drivers who try to resolve holds from memory routinely miss secondary suspensions they didn't know existed.

Step 2: Classify Every Active Hold

Go through the record line by line and sort each hold into its category:

  • Administrative License Suspension (ALS) — civil action from a failed evidentiary chemical test
  • Implied consent refusal — separate court-ordered suspension after a chemical-test refusal
  • Criminal court suspension — judge-ordered after a DUI conviction
  • Point accumulation — 12+ points in 12 months, 18 in 24, or 24 in 36
  • Child support arrears — referred by the Department of Health and Welfare
  • Court debt / failure to appear — unpaid fines or missed court dates
  • Insurance lapse — flagged by the state's Insurance Verification System
  • Out-of-state hold — reported through the National Driver Register
  • Medical hold — imposed by the ITD Medical Desk

Each hold type has its own resolution path and required documentation; applicable fees depend on the active holds and statutory consolidation rules.

Step 3: Resolve Court and Agency Obligations First

Before you touch the ITD reinstatement portal, clear every upstream obligation:

  • Court debt: Pay all outstanding fines through the iCourt portal at courtpay.idaho.gov, by phone at 1-888-462-1148, or in person at the county clerk's window. Get a stamped clearance receipt for each jurisdiction.
  • Child support: Contact Child Support Services to pay arrears in full or sign an approved repayment agreement. Once compliant, CSS issues a release to ITD.
  • Out-of-state holds: Contact the originating state's DMV. Pay their fees, submit their required documents, and get a formal clearance sent to Idaho Driver Services.

These upstream clearances must reach ITD's database before your reinstatement application can process. Moving to Step 4 before they post just delays everything.

Step 4: File SR-22 and Install Any Required Devices

If your suspension involved a DUI, test refusal, or uninsured driving conviction, you need an active SR-22 certificate on file. Call your insurance carrier and have them transmit the SR-22 electronically to the Idaho Insurance Verification System. Paper certificates aren't accepted.

If your court order or ALS terms require an ignition interlock device, schedule installation with a state-approved vendor. The vendor files an installation certificate directly with ITD.

Step 5: Pay Reinstatement Fees

Idaho charges different reinstatement fees depending on the cause of your suspension:

  • Point suspension: $25
  • Traffic-related misdemeanor or criminal failure to appear: $85 ($25 base + $60 surcharge)
  • Child support: $100
  • ALS or test refusal: $245
  • Criminal DUI conviction: $285

Under Idaho Code § 49-328, if you have multiple suspensions from a single non-DUI incident, ITD collects only the highest applicable fee — not the sum. But civil ALS and criminal DUI suspensions from the same arrest count as separate legal actions, so you pay both fees.

You can pay fees online through the ITD DMV portal with no convenience fee (waived since September 2023).

Step 6: Verify Your Status and Get Your Card

After ITD processes your reinstatement, check your license status on the ITD online portal. You need to see "Valid" before you drive. Processing time depends on the hold and on whether each clearance and fee has posted.

Once your status is valid, visit a county licensing office to get your physical license reissued. You'll pay the standard age-based card fee. If your license has been expired for 25 months or more, you must take all applicable knowledge and skills tests.

The overall timing depends on the hold and on how quickly each clearance and payment reaches ITD. Court debt payments need to post, CSS needs to transmit a release, and out-of-state clearances need to arrive. Resolve upstream holds first and check the portal for the final "Valid" status before driving.
