The Reinstatement Process Has a Strict Sequence

The most common mistake Kentucky drivers make is paying the $40 reinstatement fee too early. That fee only finalizes the process — it does nothing if court holds, child support blocks, or DUI compliance requirements are still active on your record. The KYTC will accept your $40 and you will still be suspended.

Kentucky splits authority for license suspensions across multiple agencies. The Transportation Cabinet handles the administrative side. County courts handle traffic citations and failure-to-appear warrants. Child support enforcement is managed by the Cabinet for Health and Family Services. Each one operates independently, and you must clear them in order.

Step 1: Order Your Driving History Record

Purchase a three-year Driving History Record (DHR) online through drive.ky.gov for $6, or request one in person at a KYTC Regional Office for $3. This document shows every active hold on your record, the governing statute, and which agency placed it.

Do not rely on suspension notices that were mailed to you. If you moved without updating your address within the state's 10-day window, those notices went to your old address and you may have holds you never knew about.

Step 2: Clear Court Holds

If your DHR shows any Failure to Appear (FTA) or Failure to Pay (FTP) entries, those must be resolved first. Contact the county court clerk in the specific county where each citation was issued — not the KYTC, which cannot accept court fine payments or negotiate payment terms.

Pay all outstanding fines and court costs. Once satisfied, verify that the court has transmitted an electronic clearance to the KYTC. If the electronic update does not go through, request a physical court clearance letter to bring to a Regional Office.

Drivers who cannot afford the full amount can file Form AOC-495.8 (Affidavit of Indigency) to request a reduction or waiver of court costs, or ask the court for an installment payment plan.

Step 3: Clear Agency Holds

Child support arrears: If six or more months behind, CHFS must issue a reinstatement authorization to the KYTC. You clear this by paying the arrears in full, entering an approved payment plan and making the initial payment, or complying with all outstanding subpoenas or warrants related to paternity or child support proceedings.

Insurance lapses: Submit current proof of minimum liability coverage ($25,000/$50,000/$25,000) to your County Clerk and pay the $40 registration reinstatement fee if your vehicle registration was revoked.

Medical Review Board: Submit Form TC 94-182 with a physician's evaluation. Processing takes up to 20 business days.

DUI compliance: Complete your mandatory substance abuse program and satisfy any ignition interlock requirements before the KYTC will process reinstatement.

Step 4: Link Your myDrive Account

To pay the reinstatement fee online, you need to link your credential to the state's myDrive portal using a Letter ID — an alphanumeric code printed on a KYTC document dated on or after June 6, 2026, and issued within the last 60 days.

If you do not have a recent Letter ID, you can request one by mail (5 to 10 business days) or visit a Regional Office in person with valid identification to link the account on the spot.

Step 5: Pay the $40 Reinstatement Fee

Once all holds are cleared, pay the $40 operator's reinstatement fee to the KYTC. Payment options:

• Online through myDrive (requires linked account)
• Phone at 502-564-1257
• Mail to the Division of Driver Licensing in Frankfort (cashier's check or money order only)
• In person at any Regional Office

CDL reinstatement fees cannot be paid online — they require in-person processing, a $3 NCIC background check, and electronic self-certification through myDrive.

Step 6: Complete Any Required Testing

Testing requirements depend on how long your license was suspended:

• Under 365 days: No testing required
• More than 365 days and up to five years: Written and vision tests administered by the Kentucky State Police. You must pay the $40 reinstatement fee before scheduling the test appointment.
• More than five years: Start over as a new driver — written test, vision screening, learner's permit, and road skills test

Step 7: Verify Restoration

Paying the fee does not mean your license is active. Check your status through the myDrive portal or call the KYTC Division of Driver Licensing at 502-564-1257 to confirm that all holds have been cleared and your privileges are formally restored. Driving before official restoration puts you at risk for a driving-on-suspended charge.
