Why Kentucky Suspends Licenses (and Why Most People Don't Know the Real Reason)

A suspended license in Kentucky is rarely caused by a single event. The state's system spreads authority across multiple agencies — the Transportation Cabinet, county courts, child support enforcement, even the Medical Review Board — and each one can independently place a hold on your driving privileges. Most drivers discover they have two or three holds stacked on top of each other only after they have already paid a fine and assumed the problem was solved.

The first step is always the same: find out exactly what is on your record before you pay anything or visit any office.

The Six Most Common Suspension Causes

DUI Convictions

A first-offense DUI triggers a six-month suspension. Second offenses carry 18 months. Third offenses run 36 months. Fourth or subsequent offenses result in a 60-month suspension. These periods can be reduced through the Kentucky Ignition Interlock Program (KIIP), which trades a shorter suspension for installing a monitored interlock device in your vehicle.

Unpaid Traffic Citations (Failure to Pay)

When a traffic fine goes unpaid past the court's deadline, the county court clerk notifies the KYTC, and your license is suspended. The KYTC cannot accept payment for these fines — only the court that issued the citation can clear the hold.

Missed Court Dates (Failure to Appear)

Skipping a scheduled court appearance for a traffic citation triggers an immediate administrative hold. This is separate from any fines owed. Even if you plan to pay the ticket, the FTA hold must be addressed through the court before the KYTC will lift the suspension.

Child Support Arrears

When child support payments fall six or more months behind, the Cabinet for Health and Family Services (CHFS) notifies the KYTC to suspend the obligor's license under KRS 186.570(2). Neither the court nor the KYTC can clear this hold — only CHFS can issue the reinstatement authorization, and only after the arrears are paid in full, an approved payment plan is in place and the initial payment is made, or all outstanding subpoenas or warrants related to paternity or child support proceedings are complied with.

Insurance Lapses

If your insurance provider cancels coverage or fails to report it to the state's insurance verification system, a 90-day window starts. If proof of coverage is not submitted within that period, vehicle registration is revoked. Get cited for driving an uninsured vehicle and fail to prove continuous coverage in court, and your operator's license can be suspended as well.

Point Accumulation

Kentucky assigns points to moving violations. Adult drivers who accumulate 12 points within a rolling two-year period face a mandatory administrative hearing. Failure to request or attend that hearing results in automatic suspension — six months for the first accumulation, one year for the second, and two years for the third.

How to Find Out What's Holding Up Your License

Order an official Driving History Record (DHR) from the KYTC. The three-year version costs $6 online through drive.ky.gov. A full or three-year record costs $3 in person at any Regional Driver Licensing Office or by mail using Form TC 94-195 (cashier's check or money order only — no personal checks or cash).

The DHR lists every active hold, the governing statute, and the date each action was recorded. This is the document that tells you which agencies you need to contact and in what order.

The Order Matters

Clearing holds out of sequence wastes money and time. The KYTC reinstatement fee ($40) only finalizes the process — paying it before resolving court holds, child support blocks, or interlock requirements does nothing.

The correct sequence:

1. Audit — order the DHR and identify every active hold
2. Court clearances — resolve FTA/FTP holds at the specific county court where each citation was issued
3. Agency clearances — clear child support (CHFS), insurance (County Clerk), or medical holds (Medical Review Board)
4. Link your myDrive account — you need a Letter ID from a KYTC document dated on or after June 6, 2026, and issued within the last 60 days to pay online
5. Pay the $40 reinstatement fee to the KYTC
6. Complete any required testing — suspensions exceeding 365 days require written and vision exams through the Kentucky State Police
