Why Paying the Fine Alone Does Not Fix It

This is where most Kentucky drivers get stuck. You pay the outstanding ticket at the county courthouse, walk out assuming your license is restored, and then get pulled over a week later and find out you are still suspended.

The reason is that clearing a court hold is a two-step process that crosses two separate government agencies. The court handles the fine. The Kentucky Transportation Cabinet (KYTC) handles the license. Neither agency can do the other's job, and you need both to clear the hold.

Step 1: Identify Every Court Hold

Before paying anything, order a Driving History Record (DHR) from the KYTC. The three-year version costs $6 online through drive.ky.gov, or you can get a full record for $3 at a Regional Office.

The DHR shows every active hold, including the specific county court that placed each one. Drivers who lived in multiple counties or received tickets in different jurisdictions frequently discover holds from courts they did not expect.

Step 2: Resolve Each Citation at the Issuing Court

You must contact the county district court clerk in the specific county where each ticket was issued. The KYTC cannot accept payment for court fines, negotiate payment terms, or remove court holds.

For each citation, you have three options:

Pay in full. Settle all fines, late fees, and court costs. The court clerk should then transmit an electronic clearance to the KYTC.

Request a payment plan. Ask the court for an installment payment plan. Once approved and the initial payment is made, the court can issue a clearance to the KYTC in some cases — though policies vary by county and judge.

File an indigency waiver. If you cannot afford the fines, file Form AOC-495.8 (Affidavit of Indigency) requesting a reduction or waiver of court costs. This is not guaranteed — the court has discretion — but it is a legitimate option that many drivers do not know about.

Step 3: Verify the Court Clearance Reached the KYTC

After paying, ask the court clerk to confirm that an electronic clearance has been sent to the KYTC Division of Driver Licensing. The transfer is increasingly automated, but it is not instantaneous, and electronic clearances occasionally fail to transmit.

If the clearance does not show up in the KYTC system, request a physical court clearance letter from the clerk. You can present this letter directly at a KYTC Regional Office to have the hold manually removed.

Step 4: Pay the $40 Reinstatement Fee

Once all court holds are cleared in the KYTC system, pay the $40 administrative reinstatement fee. You can pay online through the myDrive portal (requires a linked account with a Letter ID from a KYTC document dated on or after June 6, 2026, and issued within the last 60 days), by phone at 502-564-1257, by mail to the Division of Driver Licensing in Frankfort, or in person at a Regional Office.

The Difference Between an Outstanding Judgment Warrant and a Bench Warrant

An Outstanding Judgment Warrant (OJW) is an administrative block — the court notified the KYTC that you owe money, and your license is held until the debt is cleared. It prevents license renewal and interstate licensing, but it does not authorize law enforcement to arrest you.

A bench warrant is a judicial arrest order. If your DHR shows an entry that might indicate a bench warrant, or if you missed a court date for a criminal traffic offense, do not walk into a Regional Office or courthouse without first verifying whether a warrant is active. Consulting with an attorney or legal aid service before appearing in person is the safer path.

What Happens If You Have Tickets in Multiple Counties

Each county court operates independently. You must resolve holds separately with each court clerk. Paying off tickets in one county does not affect holds placed by another county.

The good news is that even with multiple court holds, you owe only one $40 reinstatement fee to the KYTC once all the holds are cleared. The $40 fee is not per-hold — it covers the administrative reinstatement regardless of how many underlying court actions existed.
