Maine Ignition Interlock Device: Cost, How to Apply, and What to Expect

How Maine's IID Program Works

Maine's ignition interlock device program allows first-offense OUI offenders to apply for early conditional reinstatement of their driving privileges under 29-A M.R.S.A. § 2508. Instead of serving the full 150-day suspension, you serve a 30-day "hard" suspension with no driving, then drive conditionally with an IID installed for the remaining 120 days.

The device is hardwired into your vehicle's ignition system. To start the engine, you must provide a breath sample showing a BAC below 0.025% — the state-mandated setpoint. Once the vehicle is running, the device prompts random rolling retests within 5 to 15 minutes of startup and periodically after that. You have 10 minutes to provide a clean sample when prompted.

Unlike a work-restricted license, the IID pathway places no restrictions on where or when you can drive. You can go to work, medical appointments, the grocery store, or anywhere else — as long as the vehicle has the device installed.

How to Apply

The application process has five steps, and they must happen in this order:

  1. Complete DEEP — the Driver Education and Evaluation Programs course must be finished before the BMV will process your IID petition
  2. File the IID Petition — submit the Ignition Interlock Petition Form to the BMV with a non-refundable $50 application fee
  3. Receive BMV approval — wait for written approval from the BMV before scheduling installation
  4. Pay the reinstatement fee — $50 to the BMV
  5. Install the device — coordinate with a state-approved vendor for installation and submit the proof-of-installation paperwork to the BMV

The 30-day hard suspension must be served before you begin driving with the device. The clock starts from the effective date of your suspension or the date the BMV hearing officer upholds it.

Approved Vendors and Costs

Five certified manufacturers operate in Maine:

  • Alcohol Detection System (ADS) — 833-386-1327

  • Sens-o-Lock of America — 800-219-9936
  • Smart Start — 800-880-3394

Each vendor maintains a network of local installers across the state. Expect the following costs:

  • Installation: $75–$150
  • Monthly lease and monitoring: $60–$90 per month (for approximately 4 months on a 150-day suspension)
  • Removal: $50–$100
  • Total vendor cost: approximately $365–$610

These vendor costs are on top of the $50 application fee and $50 reinstatement fee paid to the BMV.

Financial Hardship Reduction

If the cost is a barrier, Maine law provides relief. Under 29-A M.R.S.A. § 2508(1-A), approved IID manufacturers must provide a 50% reduction in total costs — installation, monthly lease, and service fees — to drivers who demonstrate financial hardship. To qualify, you submit your most recent federal income tax return showing an adjusted gross household income below the federal poverty guidelines.

What Counts as a Violation

The IID monitors your behavior closely, and violations have immediate consequences. Under BMV rules, any of the following constitutes a program violation:

  • Attempting to bypass, circumvent, or tamper with the device
  • Registering a BAC of 0.025% or higher on a rolling retest
  • Three or more breath samples at or above the 0.025% setpoint
  • Missing a scheduled 60-day calibration and maintenance appointment
  • Failing to submit to a rolling retest three times

When a violation is detected, the device enters a "service required" warning state. You have five days to bring the vehicle in for service. If you do not, the system triggers a permanent lockout — the ignition is disabled entirely. Vendors also report all violations to the BMV within 24 hours, triggering an immediate suspension of your conditional license for the remainder of the original term.

Operating a vehicle without the required IID, or tampering with the device, is a Class E crime under § 2508. The penalties are severe: a mandatory, non-suspendable minimum of 7 days in jail and a $500 fine.

IID vs. Work-Restricted License

The two reinstatement pathways serve different needs. The work-restricted license is available immediately with no waiting period, but only allows driving between home and work — and critically, time driving under the work restriction does not count toward any court-imposed suspension if you are later convicted.

The IID requires a 30-day hard suspension before you can drive, but then imposes no geographic or scheduling restrictions. And the time counts concurrently toward both the administrative and court suspensions, meaning it resolves both tracks simultaneously.

For most first-time offenders who submitted to the test and registered a BAC below 0.20%, the IID pathway provides a more predictable outcome despite the upfront cost and the 30-day wait.
