When the RMV Requires a Retraining Course

Massachusetts mandates driver retraining courses when your violation history crosses specific statutory thresholds. These aren't optional suggestions — they're administrative requirements tied to your license status, and ignoring them results in suspension.

Three surchargeable events in two years: The RMV issues a suspension notice but grants a 90-day grace period to complete the National Safety Council (NSC) Driver Retraining Course or Massachusetts Driver Retraining Program. Finish within 90 days and the suspension never activates. Miss the deadline and your license is suspended until you complete the course.

Three speeding tickets in 12 months: Triggers a mandatory 30-day suspension with no hardship license available. Reinstatement requires serving the 30-day suspension and paying the $100 reinstatement fee.

Seven surchargeable events in three years: Automatic 60-day suspension. Reinstatement requires serving the suspension and paying the $100 reinstatement fee.

Habitual Traffic Offender designation: After accumulating three major violations or twelve combined violations in five years, you face a four-year revocation. The NSC Driver Retraining Course must be completed within three years of applying for a hardship license.

NSC Driver Retraining Course vs. SCARR

Two programs satisfy the RMV's retraining requirement, but they cover different situations.

The NSC Driver Retraining Course is the standard program for three-surchargeable-event suspensions and HTO hardship requests. It's administered by the National Safety Council and covers defensive driving techniques, traffic law review, and collision avoidance. The course is available both in-person and online.

The State Courts Against Road Rage (SCARR) program is a behavior-focused program for certain serious motor vehicle violations, particularly Junior Operator suspensions. The RMV may require it as part of reinstatement; follow the instruction in your RMV notice.

The National Safety Council electronically notifies the RMV when you complete the NSC/Driver Retraining course. For SCARR, follow the reporting instructions in your notice and confirm completion with the RMV before assuming your record has updated.

The 90-Day Grace Period

The 90-day window for the three-surchargeable-events suspension is the one scenario where you can completely avoid a suspension. The RMV mails a notice telling you the suspension is pending, and the clock starts from the date on that notice. Complete the retraining course within 90 days and the suspension never takes effect — your driving record shows the notice but not an active suspension.

Missing the deadline by even one day activates the suspension. At that point, your license is suspended until you complete the course and pay a $100 reinstatement fee. Treat the date on the suspension notice as the deadline.

After Completing the Course

For the three-surchargeable-events scenario where you finished within the grace period, no further action is needed once the RMV's system registers the completion. Your license status remains active.

For HTO designations, you still need to complete the NSC Driver Retraining Course and pay the $500 reinstatement fee. For three-speeding-ticket and seven-event suspensions, serve the applicable suspension and pay the $100 fee. The course completion alone doesn't reinstate your license.

Keep your course completion certificate. The electronic notification to the RMV is the official record, but having paper proof protects you if there's a database lag or processing error.
