Unpaid Tickets Create a Chain Reaction You Don't See Coming

A traffic citation can become a court default, but do not assume every unpaid ticket follows the same path. If a court default is reported to the RMV, the RMV mails a notice giving you 30 days to resolve it before the suspension takes effect. Once active, the resulting hold can be indefinite under G.L. c. 90 § 22(h).

The problem compounds quickly. Multiple separate court defaults can create separate holds. If defaults come from three different district courts, each requires its own resolution and a separate reinstatement fee — even though the underlying offenses were minor.

How a Bad Payment to the RMV Suspends Your License

Bounced checks and other returned payments sent to the RMV can create a separate bad-payment hold. If a payment for a registration renewal, license fee, or reinstatement fee is returned by the bank, the hold won't clear until you pay the original amount in full, plus a $15 returned-payment fee, plus the $100 reinstatement fee.

Follow the RMV's current instructions for the payment method when resolving a bad-payment hold; do not assume a new personal check will be accepted.

The Resolution Process for Ticket-Related Suspensions

Clearing a ticket-based suspension requires dealing with two agencies in sequence: the court first, then the RMV.

Step 1: Identify every issuing court. Pull your driving record through myRMV or request a full certified driving history from the Merit Rating Board. Each suspension entry lists the court that triggered it.

Step 2: Resolve each court default individually. Contact the clerk's office for each court that holds a default against you. Depending on the court, you may need to appear in person or use a permitted remote process. Pay the outstanding fine (amounts vary by citation type), plus the $50 default warrant recall fee per event under G.L. c. 276 § 30. The clerk will issue a green release form or supplemental court abstract.

Step 3: Present clearance documents to the RMV. If the RMV record has not updated electronically, bring the green release form from each court to an RMV Service Center.

Step 4: Pay reinstatement fees. The RMV charges $100 per suspension event, plus a $10 court default removal fee per event. If you had three separate ticket defaults, you're looking at $330 in RMV fees alone, on top of whatever you paid the courts.

Court Fee Waivers Exist — But Don't Clear the RMV Fees

If you can't afford the outstanding ticket amounts, ask the issuing court whether an ability-to-pay or fee-waiver process applies before paying. Bring the financial documentation the court requests.

Any relief granted by the court applies only to amounts within the court's authority. The RMV's reinstatement fees ($100 per suspension event plus the $10 removal fee) remain separate from court relief.

The Penalty for Driving While These Holds Are Active

Driving on a license suspended for unpaid fines carries the same criminal penalties as any other suspended-license offense under G.L. c. 90 § 23. A first offense is a misdemeanor punishable by a fine of $500 to $1,000 and up to ten days in jail. A second offense carries a mandatory minimum of 60 days in jail.

The temptation to keep driving while sorting out ticket defaults is understandable — you need to get to work, and the underlying offenses feel trivial. But the criminal charge you'd face if pulled over is anything but trivial, and it creates its own separate suspension event that compounds the problem further.
